Few users have fixed the issue by reinstalling the display adapter driver, please refer to these steps and check Press Windows and X keys together. Click on Device Manager. Locate and Expand the Display Adapter driver. Right Click on the Display Device. Click on Uninstall. If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, click Settings, and then click Change PC settings.
Under PC settings, tap or click General. Under Refresh your PC without affecting your files, tap or click Get started. Follow the instructions on the screen.
The apps that came with your PC or you installed from Windows Store will be reinstalled, but any apps you installed from other websites and DVDs will be removed. You'll find a list of the removed apps on your desktop after refreshing your PC.

In Outlook and it never worked correctly. If not, I will post back here again. I'm having similar problems but with straightforward copy and paste. Sometimes does not pick up newly copied text but instead remembers the original only. I have lost newly written but not saved sections from my thesis because of this. After these 3 procedures are finished, the selected text is pasted in the Command Prompt window instantly.
